Technically maybe
I guess you could remove pin23 from the hard drive's ribbon cable connector- that's the only pin that's dedicated to "write" operations and would physically stop the "write" commands getting to your HDD while allowing the "read" operations.

It's nothing that someone with a careful hand and good soldering iron couldn't get around, so don't rely on it for a court case or anything. But for data storage I think it should do.
