I don't think £400 is a huge amount to spend on a suit at all...I had mine bespoke made for me and it was more than this and is lovely, but I'm sure I could happily spend 2k (lottery win pending) on a beautiful suit from an incredibly tailor
£100 for a shirt is excessive though unless it's bespoke.
