Are they really hanging up the overalls or are they bluffing Moseley?

The new rules would be "fundamentally unfair and perhaps even biased" according to Ferrari.
Hmm...
It's not like the FIA have ever shown obvious bias toward a certain red livieried team is it?

They could give the drivers pedal cars and probably scrore more points than they are at the moment. Then spend the rest of the 40m on their big shiny mobilehome thing

...and don't the let door smack you in the arse on the way out.
It's astonishing, they spend SO much money and still can't get it right meanwhile Mr Brawn's busy winning everything going. Good for him.

...if they're spring cleaning F1 they can retire the dwarfen wide boy in charge of it too, thus improving my F1 experience.

but Brawn are racing this year with a car Honda, in the major part, spent millions and millions of pounds developing last year.
Brawn is a 'new' team virtually in name only.
As for this announcement from Ferrari, they may well be calling the FIA's bluff here, but it could backfire terribly if the FIA stands by its plans.
Personally, I think having a two-tiered championship based on a budget cap for some teams who have fewer technical restrictions would potentially be suicide for Formula 1 as a whole.
