The article says that rubbish collection is a non-essential service, and therefore will be shut down for the day.

Won't this attract vermin and the like, thus forcing the locals or the city to pay for pest control?

Back on topic, probably shut down the trains. No-one needs to go to South Wales or London from Swindon.
