It wont happen.People aren't organised enough. There are already about 4 facebook groups for the cause, and I bet half of those people buy it from somewhere that doesn't count towards chart sales.

It does count if they paid more than 39p for it to the supplier.
They can charge what they like (and take a loss if they please) - the rule only applies to distributers.
