There is simply no way that a parent or potential parent with mild learning disabilities would have their child taken from them just for that. 10, 20 years ago maybe, but nowdays the treatment of parents with learning disabilities by the state is not exactly perfect (The real issue is mainly that no concrete support is realy there for them untill something goes so badly wrong that major intervention is needed, coupled with ostricisation from mainstream society mainly due to people's perceptions of people with learning disabilities) but nowdays social services are very reluctant indeed to remove a child based soley on the parent or parents having learning difficulties.
The ideal solution would of course be greater levels of support for parents who themselves have learning disabilities, but hey, that'd cost a fair bit of cash.
