yes, but it depends how much reallybecause you can only let it out as much as the seam allowance will give. So, if it's a dress with four or five darts in the bust area then it can be let out quite a lot, but if it doesn't have any, it will only allow it to be taken out by the amount of seam there is, usually around a cm or so. Other than that you can only modify it with extra panels of fabric, but depending on the dress that could ruin the look of it.
