I've had verious debates with mates and stuff about a Parenting Lisance.My view is that all families should be able to get an increase in benfits on the bassis of passing yearly examination. Some of my mate's views are sterialisation until they can prove they can provide for their family. Some of my mate's views that the whole idea is wrong.
