The doctors tell her to use a walker but she refuses, she falls a lot but is generally very determined in everything
it's likely she'll have osteoarthritis in her 30's

Surely a walker would not only redistribute the stress on her joints,
but also improve upper body strength? I'm thinking that increasing muscle tone could compensate for arthritic joints - how about using one occasionally on her worst days? I might well need one myself in the next 5 years - if I do I shall decorate/customise it in a punky, Vivienne Westwood style.

she refuses, it's not something we talk about because she's so insecure, but I suppose if she's getting around well enough she will continue to do so

Fair enough - it's her body.
Bless her heart - I hope she's not insecure because of her cerebral palsy, 'cause that would really suck. From the little you've said here she sounds ace. I wish her well.
