I find even washing with soap leaves a slight film of it on the skinI've been advised the best way is to tissue off the bulk of it (apologies for using the word bulk there) and then wash the skin with soap and a bath puff thing or sponge.

I find tears are the best for washing off semenEspecially the chunky, chewy bits.
