is as bad as talking in a monotone. People don't seem to realize that inflection is very important and conveys a lot of information in itself.
Drives me nuts too.

I'm informed by people who know that it's known as Australian Quizzical Intonation and is extremely annoying. That last is opinion, not part of informing. Though I'd be hard pressed to find anyone who doesn't find it so.
