I think it's mostly true
I've been made 'logistics co-ordinator' for a centre because they basically can't afford to pay me proper wage or have me come in to look after the place and run events on more than two days a week. It means I can get very little done, especially as one of those days is a Sunday. Pants, it is.

It's the same as being a manager, it just means they can pay you less.
