Lockins still happen..a couple of pubs in my town (very small town) have them just so people can smoke inside. They don't want to extend their official opening hours - just let the regulars smoke. Shame those regulars turned out to be BNP cuntbags or I'd still be sharing their company.
Also, many rural pubs round here stay open till whenever they feel like it and let regulars smoke after-hours. The police are unlikely to give a flying fuck.
