When the driver doesn't have any change they give you a credit note that you can either exchange for cash at the bus station or use in full or part payment on your next trip.

First Buses have always given me a credit note (when the accord is in to clean dead drug dealer from the bumper)
and they are nationwide I think. (I'm in Cornwall)
