As far as I can see...... this boils down to "perfectly potable water is available for free, even though it isn't."

I think it boils down to"I like having a free ride at everyone else's expense, and I've developed a piss weak excuse for my taking a free ride at everyone else's expense" without of course realising that his argument is entirely indefensible.
