Your FIL is probably being "ironic"
Not quite as well as my friend though, who bought somebody a card with a picture of a lollipop lady and the message "Congratulations on your new job", which he crossed out with a biro and replaced with "Happy Birthday"...

Cards
My lunatic brother has managed to buy my son inappropriate (ie not birthday) cards for all of his eighteen years. The rest of us look forward to what occasion cards he'll get next, not really sure what my son makes of it though, even though he laughed like a drain at the "Passing your Driving test" one he got age 7.. or "Birth of your granddaughter" aged 9..
