Reminds me of the episode of Some Mothers Do 'Ave 'Emwhen Frank Spencer (no, not that one) is so useless at all jobs assigned to him, that the employment exchange takes him on as staff.
Other than that - it seems like a good idea. If someone genuinely wants a job then they'll be happy with anything they can get. If someone's a professional scrounger, then they will finally be forced to work.
