Here in Taiwan,there are quite a few locals with pet dogs, however they are all of the handbag variety as big dogs still scare them.
Dunno about black people with Down Syndrome, but there is a Taiwanese guy with Down Syndrome who works as a crossing guard for the school round the corner. Nearly hit him with my bike today as he crossed the road without looking - oh, the irony!
