I believe, Ringpiece,it's a slightly tongue in cheek comment on the apparent failure of other drivers to diligently maintain their vehicles.
I would recommend you link to it as 'Man looks after his own van, couldn't find evidence of noncery, but doesn't mean there isn't any'.
