What do you have to do
to come back as a cat or is it strictly non-transferable between species...? Is there some sort of pre-determined league table of incarnations? Surely humans are near the bottom aren't they?

To be honest number 5
The buddhists are not to clear about it, there seems to be several schools of thought on the afterlife and transfer of soul. However I can tell you if i was going to come back as a cat i would need to change my faith to Hinduism. I think they beleive more in the animal re-incarnation and i'm pretty sure they do have a rank system *runs off to research*

EDIT- according to my research we have all done the hardest bit, once you have attained human form you are at the top of the tree and can only get reincarnated as another, hopefully more attractive, human being.
