Call them up anyway, they might know what to do.
Tell them everything you know, that there was "car" in a "Carpark" at the "Uni" and that it was "Honking" (make sure they're clear that means activating their emergancy warning system, rather than it being some sort of duck.). Be clear as to the type of "honk", prehaps trying to recreate it.

The police are very good these days, they might be able to use their satalights or something to see who did it.
