You should try chasing these up more often,maybe turn up in person. Also, follow the head of admin home one night and study their routine. If they go out to the pub quiz on a Wednesday evening, you could turn up over the course of a month and start up a conversation. When you're good friends after a few weeks, your employment status might crop up, whereupon you say "Funny you should mention that" and say how much you'd LOVE to work in their admin department, and the job's as good as yours.
Honestly, some people just don't make the effort.
