Would you get away with an enclosed fire
I use a ghillie kettle to boil water, it's more fun than a gas stove and you can burn just about anything in it so never short of fuel.

to be honest as long as you are not being a prick and burning the fuck out of stuff most baliffs are cool
the no fires rule has to be there to stop idiots just setting fire to trees
