I generally support big public spending on big public transport infrastructure because fuck cars,
but I am opposed to the associated high levels of corruption that artificially inflate the cost of infrastructure projects in this country. I'd like to see everyone who got a kickback from HS2 to go to prison for a long time.

Tories see no point in public spending if it's not to enrich their corporate allies (and consequently themselves by way of the revolving door).
Even the tories can see that rail privatisation has been a dismal failure, and they don't want to go to work for a rail company after they leave politics.

So what's the solution?

Proportional Representation.
Tories nearly always win less than 50% of the popular vote, yet nearly always win 100% of the power thanks to FPTP and gerrymandering. PR would put an abrupt end to that.
