Trust me, that doesn't work
I've had to deal with troublesome neighbours before, I know how the housing deal with complaints. I started documenting things yesterday, as that was the first time they left the dogs in the garden on their own for several hours. They've done it again today and if they do it tomorrow, I'll have words with them. If that doesn't work, I'll put in an official complaint and keep documenting everything.
