I don't get bungalows with upstairs. Always been a thing tho . I personally live in a normal one story bungalow

Whoever did it made the most of the space, nice big staircase and 3 decent sized spare rooms + toilet upstairs.
House is from the 1930s though, and you really don't want to know about the wiring.
