Might be a random criminal. Might be Spartacus. Lots of people got crucified in those days. Might be a really naughty person who deserved it and got executed in Bethlehem, and the Roman soldiers thought "Awww, a cute widdle baby's just been born over there, let's decorate this dying criminal to celebrate."
The Romans may have been quite ruthless and conquered most of Europe, but that doesn't mean to say they didn't enjoy decorating. In fact, it could be said they invented interior decoration in its present form. Look at Barbarian decor. Skulls, shields, swords, lanterns. Look at Roman interiors - statues, mosaics, magnificent artworks. See, that's what the Romans have done for us - Athena posters in Ikea picture frames.

today is Saturday so nobody was on a cross anyway. The law stated that all crucifees were taken down before sundown on a Friday. Which lends weight to the argument that IF there was a Jeebus, and IF he was crucified on 'Good Friday', he was probably only up there a few hours and not dead (It sometimes took 4 days to die and there is every chance he was healthy and quite young) hence the legend of the resurrection.
