i've got a tablet, do you reckon that style is do-able with photoshop?

I like it, the face particularly is great.

Oh yes it's completely achievable. I was guessing just then how it was done... I think probably it's a custom brush with selected colours picked up directly from the source pic. Could be wrong of course but that would be one way to approach it. There are dozens of other ways to go about it too.
Also, you can do that kind of thing in Painter. For this pic though there'd be no real advantage to using it that I can see. Might as well make a brush in PS.

there are some interesting 'oil' brushes in the new PS. I don't particularly like them so far but that's probably because I'm so used to making my own brushes.
Custom brushes in PS really are great fun and well worth getting used to.

but you'll lose some of the flow and sponteneity in my experience. More fun just to scribble on a bunch of layers until you get it how you want it :)
The loose style of that lovely pic would be hard to create a line at a time I reckon.
