I've halved the number of frames, it's still 1.7MB. There's no transition effects but it's 24 frames of a scrolling scene, so each frame is quite different.
I 'saved for web' on each frame in the lowest jpeg setting.

you get the standard adobe gif options which are applied to every frame
if it's a fast scroll you can get away with it being quite 'lossy' too
if you want to see lots of detail, you're going to struggle

I've done gifs where I've had to make the animation a lot smaller in window size than I would have liked, but once I've uploaded it usually looks fine

happytoast will often halve the pixel size, then double it up in html

you can try turning up "lossy"... sometimes a very low setting makes a big difference to file size.
Also, take a look at the dither options. The less dither, the smaller the size.
One other weird thing, if you're not using transparency try unchecking it, sometimes it makes a big difference, although sometimes it actually increases the file size.
