While it was a depressing story, surely failing to help someone is nowhere near as bad as actively seeking to hurt someone?

yeah, i think so
on many levels this is more depressing.
i believe this is a reflection on behaviour as a society as opposed to the craziness of an individual. that and the fact that it was tiny baby

I read that it was something to do with the legal system there
where in some cases the rescuers/good samaritans end up carrying the responsibility, so people are afraid to help out

I think what's surprising / depressing is the amount of apathy on show.
I mean, if you saw a kid getting run over, wouldn't your automatic reaction to be to help in some way?

ended up getting sued.

Really?! That's pretty fucked up.
I think the point I'm trying to make is that it's sort of instinctive. At least I'm pretty sure I'd do it without thinking about whether some fuck is going to hit me with a lawsuit.
If it was Brian Harvey running himself over, that'd be a different story.

Was the same when I lived in Thailand.
Foreigners stopping to help at accidents getting blamed and billed for hospital fees when they had absolutely nothing to do with it.

though I did read about some guy in india who hit a local with his car
the police were more concerned with beating the local than offending the foreigner by prosecuting him in any way
but I think there may have been caste issues at work there.
In the end the foreigner just gave the local guy some money, he wasn't forced to or anything.
Though yeah, in some places "ALL FARANG = RICH, BLEED DRY, SUCCESS"
