then why does 30's need an apostrophe?
Is it abbreviating something or implying that 30 possesses something?

These are a few of my least favourite apostrophes, I vote that there are no plural apostrophes, abbreviation or not.
And that settle's it.

It's at least common usage over here. It's just that some of us would change usage by brute force if necessary.

The Roaring 20's, (or sometimes '20s) for example, is quite commonly used here in Merika.
There is no standard usage rules I can find. this link seems to show some difference between UK and US rules
Could it be that the interpretation is that the years belong to the decade?
The St. Martin's Guide to Writing, 5th Ed seems to favor the apostrophe.
