I seem to remember that ASBOs were a reaction to a lot of newspaper stories about horrible neighbours.
Oh, OK ... www.bbc.co.uk/news/uk-10784060 it seems to be part of a slow point-scoring exercise that began just after the last election. So they can say to Labour "your ASBO idea was rubbish and we had to fix it".
