They serve a very good purpose
They make soap dispenser manufacturers very wealthy by playing upon people's irrational fears of GERRRRRRMS (which get washed off seconds after touching even the dirtiest of dispensers).

Probably because
as stated above it makes them £££
And there's always someone (usually me) who just *has* to have the latest gadget. These things though, just cannot see the point.
