I think he'd be fine.Those straps might be tight but they're not actually doing anything to prevent escape (especially with the one arm completely free). The swinging lollipop seems like it would be well out of range if you twisted/moved to stage left (its fulcrum point being way over to stage right). The rats look healthy and well fed, perhaps he could catch and kill one, before fashioning a skeleton key from its bones to pick the lock to his cell.
