The cars & trucks are just extruded splines (extrusion turns a square into a cube etc.), then you use an array tool to clone them into nice straight lines, then you create some huge circles to act as 'tracks' for the arrays of cars & trucks, then you link the arrays to the circles, then you add a deform modifier which bends the arrays so that they match the shape of the circle (because the circles are so large, the cars & trucks do not get noticeably bent), then you place a camera and render the thing using a vector plugin.

Not difficult, but the high poly count made my computer chug a bit.
