well, I've never heard of a dugong, and I've only encountered a manatee in Monkey Island 4. So I'm afraid I can't be much help. Sorry :)

(according to google) the difference between a dugong and a manatee is that a dugong is a mammal which live around the north coast of Australia and Manatee is a county in Florida
