if people don't set the frame delay properly
(ie let it default to zero), my computer spends all it's time animating, and then everything else lags.

I think it's more of an issue where the frame delay isn't specified (or is very small).

A medium sized image animating at 25Hz (ie, 40ms per frame) is a lot of work (especially if the browser is decoding each frame every time - which saves a lot of memory but adds to processor overhead).
