In this context it means "being sarcastic" or "commenting ironically for humorous effect". If someone is taking the piss out of something, that usually means they're mocking it. If they're just generally "taking the piss", it usually means taking unfair advantage of a situation. It has also has both broader and more subtle meanings which are harder to explain.
