I could be wrong...But I'm not aware of any martial arts abilities in the Popeye corner, I therefore conclude that blue power ranger could kick Popeye's ass in the most mythical of ways.

I'm afraid I must disagreeYou see, you must take the kick-ass-ness of both characters into play.
While it's true that Popeye lacks martial arts expertise, he does, indeed, kick ass.
Blue power ranger, on the other hand, may have some martial arts aptitude, but lacks Popeyes kick-ass status. On top of this, he is a prat.
I'm afraid I must put forward the proposition that it would indeed be Popeye who would emerge the victor.
