Firefox is trying to display it right, it's Ie that does it badly, but in a predictable way...

Many programs set the frame delay to be 0 100ths of a second, IE presumes you meant 10 hundredths, and displays it at that speed. Firefox does it's best to display the frames as fast as possible, since that's what the file says...

Opera too. Firefox is the only one that "does it right", and thus displays things "wrongly" even though what it's doing is technically correct.
If you set the frame period to 0.06 it appears to work fine in IE/Firefox/Opera.
