It's eactly the technique used to colour comic books. You make a selection, or 'frisket' in the trade, then you work on hat with colour and contrast. To have vectored it you would have to have created the whole image with shape layers. 90% of the supposed vector images here are actually crude forms of cell shading and have never been near a vector shape.
