I'm going to guess that said piece of metal is for reinforcement purposes so it lasts a while.
I've got a cheap placcy stapler without even that metal bit. it's got kind of moulded-in cross-bracing instead. poor-man's version (Staples own-brand Stapler. it seemed appropriate somehow)
