Vectors are made with vectors,
Vexels are made with Rasters, but they copy the Vector style. So basically, it's a Vector which you can't do anything with.

Basically Vectors are an outline of a shape with a fill, whereas Rasters are a series of pixels which make up and image.
That's why Vectors are win, because you can blow them up massive and not lose any quality.
