...for anything stationary, time is fractionally slower then it would be if it was moving, due the wavelengths of light being slightly disrupted my the movement, therefore having to travel longer distances to get anywhere then it would if you were stationary

but if person A was on a platfrom, while person B was speeding past him on a train, time would be slower for person B. As the light bounces off the walls of the train, by the time it gets to the other wall, its moved slightly, meaning the light has further to travel, therefore "expanding" time...or as you state...the illusion of slowing time
