Flags are tough to animate
What makes this not look right, I think, is that the unattached corners don't move freely.
It's tough to do right, I can't do it, but this is a decent attempt.

There's various software that can do it
For example Flagimation. No idea how good it is.
This version is rather good though.

I have
an alienskin plugin that will 'flag' a single image convincingly. Simply adding frames with different wind parameters can make some really convincing flag animations and gives you more control than some of the click and animate programs.
