just for general viewing on screen or are you needing html output for producing web galleries and slide shows?
off the top of my head I'd go for AcDsee but I've not used it in years.

the built-in Vista gallery might do the job.
or if that's not appropriate, IrfanView is free and very lightweight. Bit rudimentary, however.
