No. Kids cut class and sit in the stairwells or walk around the school, and usually don't have a pass if they're cutting. So the monitors check, and if you don't have one, they make you go to class and stuff.

the clothes thing is because they say it 'causes a distraction' and the bag thing is because the school halls are overcrowded and there's no extra room for totes or anything.
