hedgehog is lovely & extra woos for gimping - I was far to lazy to work out how to use it properly
unfortunately I have no info on free animation stuff :(

you could try Graphics Gale if you're doing pixelly stuff.
free version doesn't export to gif, but will save as avi, if that's any use.

I personally use GIMP and synfig (synfigstudio)
synfig is much better for "real" animation, but it isn't exactly a polished piece of software. (and then I use GIMP to stitch the rendered PNG frames into a single animation, since synfig's GIF output was terrible last time I tried).

I downloaded a free trial of JASC
Animation Shop about 8 months ago and it is still going strong, and I like it.
