I have a non working pc and a laptop with a non working screen,I can only get the laptop to work on the screen only in safe mode, can I get the laptop to pick up the monitor whilst in control panel or some such?

What's wrong with laptop's screen?
If the screen works in safe mode, it could just be a driver problem.

Just plug in the monitor to the laptop and restart the laptop.
That should make it all good.

Sounds like a driver issue. If your laptop has VGA then it's a direct VGA/VGA connector. It should detect the screen automatically, but some machines require you to hit an AV button.
