I can see how it would work.
If you replace all the actual medicine with a mix of astrology, faith healing, homeopathy and crystals then people will be so scared of going to hospital that overcrowding will evaporate.
The people who can afford to go private will be unaffected, so everybody wins.
Everybody important anyhow.
